(WARNING: If you do not receive an email within 15 minutes; 1) check your spam folder - the letter will come from testrefusals@united2counter.com and will have your name in the subject line; 2) double check that the email address you entered was correct; 3) try again  Thanks for your patience and let's double the refusal numbers this year!)
The steps to refusing excessive, high-stakes testing are simple in New York. First, you craft a letter stating which tests you are refusing. Next, you mail or hand-deliver that letter to your school’s superintendent’s office. That’s all there is to it.
Now we’ve made it even easier with a fill-in-the-blanks refusal letter that you can print and send to your school district. It’s as easy as one-two-three:
  1. Tell us your child(ren)’s name and which tests you’d like to refuse. Each test is described in detail, so you know exactly what you’re refusing.
  2. Fill in your return address and the school’s address to insert into the letter.
  3. Enter your email address so that we can send your finished letter.
