Current law, guidance, and resources for addressing the needs of students requiring behavioral support.


Background
Assembly Bill 86 (AB 86), the Education Omnibus Trailer Bill, Chapter 48, Statutes of 2013, repealed regulations and added state statute that addressed positive behavioral intervention plans. According to the Senate floor analysis, the intent of these changes is to modify “the Behavioral Intervention Plan mandate to align it more closely with federal law and reduce unnecessary costs, while maintaining important protections for students with disabilities.”
In accordance with Assembly Bill 110, California’s 2013–2014 budget bill, the California Department of Education (CDE) is required to provide oversight of, and technical assistance and monitoring to, local educational agencies regarding changes to the requirements related to the identification and provision of behavioral intervention services included in AB 86.

Initially, these committees will meet to develop key outcomes, strategies, timelines, and ways of allocating work expectations. The ACSE will also determine how to implement its additional ongoing responsibilities in relationship to this plan and work structure.
October ACSE strategic plan activities will continue in the following areas:
  • Review, revise, and refine the draft action planning document.
  • Reconfirm the following ACSE content areas: (1) Common Core Standards; (2) Quality Services; and (3) Transition.

Advancing STEM education in California is critically necessary to ensure that current and future generations of California students are provided the engaging academic rigor that will enable them to compete in, and be a productive contributor to, a dynamic 21st century economy.  With the implementation of Common Core State Standards and Next Generation Science Standards, now is the time to help schools develop robust and coordinated STEM programs that are relevant and engaging to all students.
This Symposium will bring together 2000 teachers, administrators, students, higher education representatives, program providers, philanthropic representatives and industry representatives to engage them in STEM education by providing strategies and resources for program implementation. The Symposium will have a special focus on increasing and supporting the participation of women and girls—as well as other underrepresented groups—in STEM fields. It will also highlight leaders in classroom innovation from across the state and attract student teams to showcase critical thinking, problem solving, and teamwork.

Education’s "Big Tobacco" Strikes Again

In 1996, Vanity Fair published an article on growing opposition to "Big Tobacco" and their stronghold on American life and politics. Public outcry eventually led to significant changes to the cigarette industry and people's attitudes towards tobacco’s influence on their daily lives.
Today, public education has its own version of "Big Tobacco" with a similarly strong financial and political presence.Teach for America (TFA), which places recent college graduates with only five weeks of training in high-need schools, has grown over the years into a well-funded, political machine that, as history suggests, seems to be more interested in growing its network than fueling long-term impact in schools. It will take a similar sea change of public opinion to expose TFA's far-reaching influence and the impact of putting underprepared teachers in schools.
Since December 2009, Teach for America corps members, despite their minimal training, have been classified as ‘highly qualified’ under federal law. This is the same designation given to credentialed teachers, yet no other profession in the country allows individuals to be classified as such without the completion of proper licensure. This misleading classification distorts state and local data about the distribution of truly qualified teachers and allows inexperienced teachers to be concentrated in underserved communities.
TFA’s political influence reaches deep into district board rooms, state houses and even the halls of Congress. Last night, a Congressional provision was extended for Teach for America, allowing the organization and its partner districts to be eligible for Title I funding and consequently more state money for their cause.
