You know what I don't get? I don't get how Daniel Biss''s cash balance schemeposal doesn't exacerbate the difference between the haves and have-nots among Illinois school districts.
Earlier in the year, Biss scolded a completely clueless Tom Cross about the opposite impact of TRS funding and the equalization formula. They're a bit at odds, he was explaining in plaintive tones. Cross was like Yeah, you're a smarty, aren't you?
So, if the new proposal is to shift the "normal cost" of the system to the districts over time, doesn't that wind up punishing the poorer areas over time? I mean, if you simply must cut the state out of retirement funding entirely, which is stupid, short-sighted, and the recipe for endless litigation--- then is it not possible to come up with some
